My basement walls are poured concrete and 60 years old. There are many spots of white crust on the inside walls. I have been told that it is water leaching through the concrete from the outside pulling out the lime. I have also been told it's due to differential condensation on the inside from the basement's humidity and that's pulling minerals out from the surface of the concrete. SO is the water problem on the inside or the outside?

Most Likley it is water leaching in from the outside. The best way to know for sure is to have a Certified Basement System Expert take a look at it. They come out at no charge.
