Basement Waterproofing

I do we know if we need basement water proofing or plumbing repairs. We think the problem is coming from the water softener. Sometimes the water keeps running after the ren cycle. We have a dehumidifier in the the corner where the water softener is located. Lately, we have emptied the dehumidifier with approximately 5-6 gallons of water...clear...per day. We have put the dehumidifier in "hot" and as a result the blocks are warm and bugs (with wings) have attempted to make it their home.

How do we determine if we need waterproofing vs. plumbing work?
