Dug Out Crawl Space

The crawl space in my home is 90% dug with standing room of approximately 9 feet. Unfortunately, it's been overdug therefore creating flooding. I would like to finish this area, however, I am unsure what steps to take and if doable is the expense financable.

It sounds like you have enough room to finish the space. If you installed a proper drainage system, sump system, stone under the floor, proper vapor barriers for the slab and wall and pour a concrete floor slab you should have a very nice finished living area.
