Hi

When we get alot of rain, I have water that comes over my poured concrete foundation walls. Seems there is a 2 x 4 that sits atop the foundation wall and the house is build on top of that. From the ouside, while you can't see the 2x4, you can see where the stone meets the foundation wall, which is below grade. Whil ethe water drips and eventually steams over the wall into the french drain, I suspect this is not good. I used that expanding foam stuff between the 2x4 and foundation wall but it didn't help. Also had a drainage pipe installed outside at the base of the wall - all to no avail.

Any help and suggestions woul dbe welcome

This is simple phisics friend. Your basement is lower than grade, water is going to come in. The only solution (other than jacking up your house and adding a couple of courses of block and foundation waterproofing) is to intercept the water before it gets to the foundation.

If the only water coming in is from grade, and not from the footer or floor area, then the person who put in the drain outside didn't do it right. You need to dig the earth away from your foundation, install a perforated drain pipe nested inside a bed of stone (not crusher run). The trench should have geotechnical fabric designed for mud impermeability rolled in it, from the foundation wall all the way up the side of the trench (before you put in the stone and pipe). You must backfill with stone to grade, no topsoil allowed in this drainage area.

Perforated drain tile must then lead downhill to a solid drain line, and the termination of that line must be kept clear. Also, if the termination of the pipe daylights to a ditch, you must ensure the ditch doesn't flood to the point that water backflows towards your house.
