I am in the processing of purchasing a newly constructed home and water is leaking into the basement in all corners,under the walls where there is a farmer's porch and under a deck. The end of the foundation drain was dug up to see if there was an obstruction but nothing was found. The problem all started when loam was placed for landscaping. Would this cause leaking even in areas under a porch where no loam was placed?

You need to ensure that the water problem is addressed in the legal documents before you close on the house. Get the Basement Systems guy to come out and give you an estimate for a fix. It sounds like the water can't drain away from the foundation because they trapped it there with a loam berm too close to the home.

The soil around the home must slope away from it on all four sides, and should continue to slope away for at least 12 feet. Also, clogged downspouts/overflowing gutters or downspouts that drain right next to the foundation (8 foot minimum is necessary) can also cause these problems.

Once you have an estimate to fix the problem from BS, have it deducted from the closing price, or have the owners fix it and guarantee it for as many years as you can get them to agree to.
