Our new builds are 13 course basements. Water has been a large issue this past year. In reading "Dampness in basement" I learned drylock is not the answer on the inside of new basements.

Does drylock work when used on the outside of new foundations? Or is there a better product?

Our New Construction Department has a product that would work great for you. Installed at the footing/wall joint before you pour your floor, CactusBoard (found at www.cactusboard.com/products.php ) creates a space between the wall and the floor and the floor and footing so that any unplanned water leaks go down the wall, across the footing and into the stone under the floor. Combine this with a TotalSump (also at www.cactusboard.com/products.php ) or a daylight gravity drain, and your basement floor will remain dry.
