50% of my basement is finished (carpet with 9 mm foam underpad), 50% is unfinished with workshop (bare painted concrete floor). I do not have leaks or water seepage issues, but I have summer humidity issues. In the summer the basement feels very damp and humid. Would installing something like the Delta FL membrane (subfloor) on the concrete floor alleviate the issue? Perhaps it would help by insulating the cold basement floor from the warm humid air therefore minimize condensation and overall reduce humidity?

Great question. This is a very common problem for most people with basements and something I faced myself. I have two answers for you. First the only way to reduce the humidity in the summer is to keep all doors and windows closed. Try not to allow any warm or humid air into the basement and run a dehumidifier that will drain automatically. This will limit the amount of moist air being treated and allow the dehumidifier to run to its full potential. By installing ThermalDry Flooring you will help insulate the floor and will definetly have a warmer, drier, more comfortable floor. However the condensation comes from the moisture in the air. That is what needs to be addressed. I would also recommend keeping the humidity under 50%.
