why drain around perimeter of basement?

Bruce visited me yesterday and recommended your system around the entire perimeter of my basement. Yet, my water problems (barring the catastrophic flood of 2007) all relate to the front wall of the basement (100% below grade). So why can't I save some money by only installing the drains/sump at the footing of that wall?
