The sump pit below my basement floor has 1/2" of standing water in it. It is 36" deep and has a perforated/corrugated black plastic pipe entering it at the bottom. It is not equipped with a pump and has been covered by a piece of plywood screwed to the concrete slab with a foam seal in between. The "sealed" sump is under the carpet in my finished basement. My house is 10 years old and does not appear to have had any water issues from the sump filling up. My question is; how do I determine if I need a sump pump? Should I just seal the pit up and recover it with carpet again?

I wouldn't seal the pit. My guess is that it was a provision installed by the builder in case they had a water problem. The black pipe is a system to drain water either under the floor or through the footing from an exterior footing drain system.
You can determine when to install the pump itself by asking yourself, do it now and be proactive or do it later after you get flooded.
