What the truth?

We have a large basement that is getting wet. We have called 3 local companies for repair quotes. One of the three contractors said, " Anyone who attemps to repair water leaks from the inside of their basements is crazy" He said, that is called waterdiverting and not waterproofing.

He said, only exterior sealing of my walls can 100 % prevent moisture, mold or termite activies from continuing within side my block walls.

The cost of digging and moving our plants seem adds $6000.00
to my other two prices. But I am concerned about health issues in my cases. Is this the case? Is it waterdiverting, and the only way to keep my the inside of my walls dry is by sealing the wall
from outside my house?
