I purchased my home 3 years ago (older home) the basement is very dry and has no odours. In the late winter early spring during the thaw (Canada,Ontario) I getsome moisture coming through the floor where the previous owner installed basement plumbing.

So moisture seeps through the concrete that was laid after the plumbing was installed. The strip in which the plumbing was installed is quite long and I do not want to remove the concrete and reinstall. Would a sump hole and pump solve this problem.

I'm not sure that installing a sump is the solution. It sounds as if the water may be following the pipe and trnch which is very common. Its the path of least resistance for the water. I'm not sure a pump will stop the dampness. If the soil is damp it may just absorb into the patched concrete causing it to be damp. You would have to replace the concrete and possibly add a vapor barrier. No guarantees though. Dampness on patched concrete can be dificult.
