Default tired of wet vaccing basement

After these Eastern rains these weekend, I had to go wet vac mom's basement again. It's been a problem for the past 10 years or so. House is 1966 built traditional 2 story with a french drain about 2 inches wide and an inch deep and mostly filled with paint chips from the walls. There is paneling but that's a bit moldy on the bottom from the water coming in the the moisture. She's looking to get this fixed, because she's moving in 6 years and knows she can't sell the house like this. Do I just bigger french drains put in with pvc pipe or go for more waterproofing? It's cinder block walls that have been painted. Water seems to be coming in from the bottom between the floor and the walls.
