Encapsulation Adhesive
I recently had my crawlspace encapsulated and I noticed that the plastic was not sealed where it met the top of the foundation wall. The plastic is however secured to the wall using white plastic push plugs.
Should an adhesive or some apoxy been applied to seal this?

Great question! Before I answer it, though, I have one question for you- are these block walls or poured concrete?
