Default Rigid insulation before encapsulation?

Do you recommend installing rigid foam insulation on the exterior concrete walls prior to encapsulation (leaving 3 inches or so at the top for the attachment of the vapor barrier? Or do you apply the insulation after the encapsulation has been done.
