Default basement system-laterals add up

My contractor told me that if basement systems -all perimeter treated-does will not work, and water still appearing from cracks in the basement in multiple locations-it means that laterals under the floor are needed.I do not see anything about it in the booklet-where the system is described?Does that mean that installing lateral-which costs much less-is an easier way to fix wet basement?

Yes, if by chance floor cracks still leak, lateral lines are needed. The reason they are not the only thing installed from the start is that they will not effectively remove water without clogging from the perimeter of the basement, cannot be serviced after, and also cannot accept any water that may be coming in through the walls.
